Nineteen of Medvedev's 21 victories have been won on hardcourt
A revitalized the Russian player secured his maiden title for over two years with a win over opponent Moutet in the competition title decider.
Medvedev, a ex- top-ranked player, has endured a torrid season, managing just one match at the Grand Slams and suffering a difficult moment at the New York tournament.
The player's inconsistency on the ATP Tour - and difficulties with his service game in specific - caused him falling of the world's top 10 and ultimately separating with former mentor Gilles Cervara.
Presently training with his coach and his other coach, he has gradually progressed in the last few weeks - culminating in a tightly fought 7-5 4-6 6-3 triumph over challenger Moutet.
This marks the player's maiden trophy since the 2023 Rome Masters and maiden on a hardcourt since March of the previous year.
Success also indicates he has secured twenty-one victories at 21 different events.
"This marks the first occasion I'm at a competition with my two daughters together, so to win a trophy is especially meaningful," said tennis professional the champion.
"This title is in dedication of my child Victoria, because the initial championship I achieved when my child my daughter was born was for her."
The tennis star, the former major winner, had failed in his past six title deciders, featuring in Halle in the past months.
His retrieving play style and regular reactions on the playing surface had led some to doubt if his ability to play at the highest level was finished.
Yet the 29-year-old has implemented adjustments in recent weeks, attempting to come to the net and perform positively, reinforced by an improved serving game.
He fought back from a disadvantage in the initial set against the difficult Frenchman, winning four of the final five exchanges to go ahead.
Both players swapped breaks in the following set before Moutet, striving for his first tour title, seized the initiative to force a third set.
Moutet defended four initial opportunities in a close final set before the Russian secured a break to 15 to close out the victory.
Suitably, he clinched the win with a rally at the net, with the Frenchman incapable to control a shot after two hours and 38 minutes.
